Test & Evaluation Solutions has an established record of providing the Navy with outstanding quality Engineering, Technical, and Programmatic support.  This has been achieved through the use of established project management practices as described in the Project Management Body of Knowledge and the Government Extension to the PMBOK . Guide.  The PMBOK is an internationally recognized standard (IEEE Std 1490-2003) that provides generally accepted best practices for managing all types of projects.  In addition, our team uses agile software development methodology in order to allow innovation in software development projects where requirements may not be fully identified and where rapid adaptive development is desired.  Test & Evaluation Solutions uses these internationally recognized standards in initiating, planning, executing, controlling and monitoring, and closing projects.

 

Test & Evaluation Solutions works to ensure costs are minimized throughout the project management process.  At the initiation stage, Test & Evaluation Solutions prepares proposals for projects that are for tasking that is within the core capabilities of its personnel and subcontractors.  This reduces technical risk.  In the planning stage, the scope (technical requirements) of the project is fully defined, a work breakdown structure is developed, task durations are estimated, costs are established, and controls for managing the project are established.  This information is documented in the project proposal and/or a project management plan.  In the executing, controlling, and monitoring stages, the progress of the project is measured against the established schedule, cost, and technical constraints.  In many cases, the principles of earned value management are applied.  Depending on the project, regular progress is reported to company management and to the customer at weekly, bi-weekly, and/or monthly intervals.  As a small business, we are able to ensure that all ongoing projects and proposed projects receive regular attention from company management.
